BRIEF NOTE ON ACTIVITIES BEING IMPLEMENTED BY NSKFDC

ORGANIZATION
  • NSKFDC was incorporated on 24th January, 1997 as a company not for profit under Section 25 of the Companies Act, 1956. NSKFDC is an Apex Corporation under the Ministry of Social Justice & Empowerment, Govt. of India.
CAPITAL STRUCTURE
  • The Authorized Share Capital of the Corporation is Rs.600.00 crore and the Paid-up Capital is Rs. 444.99 crore as on date.
MISSION
  • The mission of NSKFDC is to empower the Safai Karamcharis, Scavengers and their dependents to break away from traditional occupation, depressed social condition & poverty and leverage them to work their own way up the social and economic ladder with dignity and pride.
OBJECTIVES
  • To promote socio-economic upliftment of Safai Karamcharis/Scavengers and their dependents by way of providing financial assistance at concessional rates of interest for any income generating activity through out the country through the State Channelising Agencies (SCAs).
  • To provide technical and professional training and technology up-gradation for carrying out sanitation works.
ELIGIBILITY CRITERIA

A Scavenger/Safai Karamchari and their dependents duly identified under the NSLRS/survey/registered co-operative society of Safai Karamcharis/ legally constituted association/firm promoted by the target group and also all those who produce a certificate from local Revenue Officer/local Municipal officer/Cantonment Executive Officer/Railway Officer, Head of the Govt. Departments (i.e. Schools, Colleges, Forest, Health, Education, Animal Husbandry having rank not less than Gazetted Officer), Elected Members of Municipal Body/ Corporation & Pradhan of Gram Panchayats not below the rank of gazetted officer.

AWARENESS CAMPS

Awareness camps are organized by SCAs in the basties of Safai Karamcharis and Scavengers to convince them to stop and break away their traditional occupation of sweeping and take up alternative and dignified occupation or self-employment activities. Expenditure upto maximum Rs. 15,000/- per awareness camp is reimbursable.

WORKSHOPS

Workshops are organized by the SCAs for providing knowledge of schemes and programmes of NSKFDC to their District officials including those who are handling NSKFDC in the-headquarter so that they can be acquainted with the schemes/programmes of NSKFDC. Expenditure upto maximum Rs.25,000/- per workshop is reimbursable.

IMPLEMENTING AGENCIES

The schemes of NSKFDC are being implemented by the State Channelising Agencies (SCAs) nominated by the concerned State/UT Governments. The project proposals are being submitted by the beneficiaries to the concerned District Offices. The District Officer analyzes the proposals considering the ground realities and technical, economical and financial viability and sent the same to the Head Office of the SCA. The SCA also appraised the proposals and send the same to NSKFDC alongwith their recommendations. The project proposals as received from the SCAs are being appraised by the Project Appraisal Committee of the Corporation and place before the Board of Directors of NSKFDC for their approval.

Indicative schemes financed by NSKFDC

Any viable and income generating schemes are financed by NSKFDC to Safai Karamcharis, Scavengers and their dependents. As per the project proposals received from the SCAs, the following sectors are given priority by the target group:-

  3. Non-land based schemes
  4. Sanitation based equipments
Transport

Maruti Van, Ambassador, TATA 407, Jeep Taxi, Indica, Minidoor pickup van, Matador, Delivery van, Auto Load Carrier, TATA Tourist, Trekker, Autorickshaw, Auto pick up van, Tempo trax, Tipper.

Small and Petty Business

Tent House, Concrete Mixing, Boutique, Mandap decoration, Videography, Scaffolding Mat. (Cent), Medical Shop, Cycle Taxi & Spares/Cycle Store, Readymade Garments Shop, Cloth shop, Electric Store, Furniture/carpentry tools & repairing, Cutting Tailoring & Embroidery, Grocery-cum-stationery, TV/Radio Workshop, Internet, STD/FAX Booth, Photocopier shop, Shoe making, Ladies Emporium, Hardware Shop, General provision store, Sound service, Agarbatti Udyog, Beauty parlour, Dry Cleaner, Xerox machine, Computer/Typing job, Utensil, Crockery, Tyre puncture shop, Pan/cigarette shop, Band Party, Watch rep. NSKFDC has shown all round improvement in its various endeavors during the year 2012-2013 and with the consistent efforts of the management, NSKFDC has disbursed loans of RS.829.88 crores to cover 248019 beneficiaries in 14 States.

Management of Funds

Funds management procedure of the Corporation streamlined during last year was continued to be strictly observed during the Financial Year 2012-13 to ensure (i) maximum outflow to the beneficiaries as the first priority and (ii) strict implementation of the guidelines prescribed by the Government on short-term deposits.

Recovery of Dues

During the financial year 2012-13, NSKFDC exceeded the recovery-targets set under the NSKFDC Annual Budget (Rs.38.89 crore). The Corporation recovered Rs. 22.32 Crore during 2012-13. The recovery percentage for term loan was 67%.

Note: The SCAs have demanded the fund for the schemes/ projects involving high project cost as per the requirement of the target group with the result the less no. of beneficiaries have been covered.
